Ο Κυριάκος Βαρβαρέσος είναι κυρίως γνωστός για την περίφημη «Έκθεση επί του οικονομικού προβλήματος της Ελλάδος», ένα κείμενο που έγραψε το 1952. Σε αυτό το βιβλίο δημοσιεύεται ένα άλλο, λιγότερο γνωστό κείμενό του, με το οποίο αποπειράθηκε να προσεγγίσει τα καίρια προβλήματα – οικονομικά, κοινωνικά και πολιτικά – της Ελλάδας το καλοκαίρι του 1946. Το υπόμνημα συντάχθηκε με τη βοήθεια της πολύτιμης συνεργάτιδάς του Ρένας Ζαφειρίου, μετά από σχετικό αίτημα του Αμερικανού Υφυπουργού Dean Acheson προς τον Bαρβαρέσο, τον Μάρτιο του 1946.

Το καθεστώς οικονομικής πολιτικής της περιόδου 1953-1973 – μολονότι ανεπιφύλακτα προσηλωμένο στην αρχή της διασφάλισης των δικαιωμάτων της ιδιοκτησίας – δεν λειτουργούσε με βάση τους κανόνες μιας αμιγώς ελεύθερης οικονομίας. Εγκαθίδρυσε ένα έντονα παρεμβατικό σύστημα και μερικοί από τους μηχανισμούς πάνω στους οποίους βασιζόταν ήταν ασυμβίβαστοι με τη λειτουργία μιας γνήσια ανοικτής κοινωνίας.

The character of postwar small business associations in Greece was indelibly stamped by the authoritarian democracy that was constructed between 1945 and 1967. The integration of Greece in the process of European economic unification in the early 1960s was the fuse that sparked the accumulated frustrations into strong collective action, leading some tradesmen and artisans to question the political status quo and identify with centrist and left wing parties. This socio-political ferment led to the renegotiation of petit-bourgeois identity and attempts to link it to a new political context.
